Yeah, I got full pours in London. Germany for sure, and I think the EU at large, had this regulated some time before 2004. Liquid at least up to the line, head above it, for all measures; 200ml (Cologne), 333ml, 0.500l, 1.0l.

The "Brewer's Reserve" at the moment is last year's Quad. It's yummy, with slightly sour cherry notes. Kevin told me it was the last keg, so it won't last long!
