I saw this a while back in the UK, I think it got passed there.

Yeah, I got full pours in London. Germany for sure, and I think the EU at large, had this regulated some time before 2004. Liquid at least up to the line, head above it, for all measures; 200ml (Cologne), 333ml, 0.500l, 1.0l.

Of course, a "proper pint" really has 20 oz, but I'd settle for a correct measure.
