Do you add water then grain, or grain then water?

When you do your mash, do you add water then grain, or grain then water?
I measure and add my water to the tun, then I slowly add and stir in the grain. How do you do it?

Always add grain to water otherwise you get lots of dough balls. Actually, i will add 1/2-3/4 of my strike water then start adding grain, then add water and the rest of the grain together until i get my desired mash thickness. Then give the entire mash a good stir to finish off any dough balls and get the temp stabilized.

I put in all of my water first, then add the grain. I stir stir stir, stand around and think about it for 5, and then stir stir stir again. Depending on my mood and confidence level of the particular day I may repeat or not.
