Need expertise on spigot for keggle

I have a 15.5 gallon keggle that I picked up for pretty cheap, and it's drilled
and threaded for a spigot (tap? valve? terms...ugh) but the threads seemed to be
gunked up a bit. Is there anybody out there with fabricating experience who
could take a look at it and see what it would take to get it operational? I
could compensate any number of ways.
